Default Club car barely moves

Hi guys, newbie here. i have a 97 sn. A9707-561660. It was running ok, then just started rolling real slow. The batts are fully charged, 51.5 volts. I did a motor test and it runs at wot. With the car on jacks I get 5.5 vdc at the motor, tires are spinning, slow. If I understand the wiring the motor controller controls the ground input to the motor? Solenoid is closing and passing voltage. Any help would be appreciated.
