Default 0-5v throttle tested

I am having trouble with my throttle

I have a 0-5v throttle. I have tested it and when fully depressed it reads 5.7v. 0v when not touching the pedal.

This is connected to a 1244 Curtis controller.
Controller is set to type 2 which is 0-5v.
I read in the manual that over 5.5v will cause a fault???

When I was testing it does not smoothly go to 5v. It's almost instant. Does this mean I need a new ITS?

This is on what used to be a Titan UTV but I have rebuilt everything.

I am stuck....please help.
