Default G 16 govenor

I currently have a 98 G16 that I built for a neighbor ten years ago.

It is lifted etc. etc. I put the spring mod in the driven clutch at that time but don't remember much about it.

I also cranked the govenor all the way but did not round out the D shaped hole on top of the govenor lever. My neighbor lets a lot of people use his cart is the reason I didn't want to expose his cart totally to idiot destruction.

Now, the cart runs great but you can be buzzing along and it will almost slam you through the windshieldslowing down on it's own. I am convinced it is the govenor even though I have it tightened totally.

Any recommendations would be greatly appreciated, thanks

Thank you for your response, truly appreciate it. I did lube it and it seems to be working ok.

I went ahead and changed the gear oil, had to jack it up in the back quite a bit as it has a 7 inch lift kit.

Pulled the right rear wheel and the grease cap was off rattling around inside the center cap of the wheel. It was all dry and rusty. I am wondering if that bearing is not in the process of seazing.
