Columbia Parcar Clutch Question
I have a question. 1988 Columbia ParCar G4S. Here is a picture of the drive clutch. What is the purpose of the spring and how does one adjust it so it doesn’t rattle against the spinning clutch? Thank you for your help!

That's part of the governor assembly. It and the governor plate cam be removed. They were they for golf course use.
