Default Power wise charger problem

Brand new to the site and still trying to navigate so please be patient with me. So I just got my 36v power wise charger repaired last week and I am just now noticing this issue. When my charger drops down to about the 12-13 amp range it begins to cut on and off with periodic charging. It will cut off and on a few times with no charging(just hear clicking). Then it starts to charge for a minute or two and does the same thing. Then it charges for about 15 mins until it clicks off. My batteries run time isn't the same as it was before I got the charger fixed and it's never done this before that either. The batteries were replaced last year and are stamped c 5. What could my issue be? Is it a charger issue still or could I have a battery issue that just coincidentally happened when my charger got repaired. Any help on the matter would be greatly appreciated and thanks in advanced
