Default EZGO stretch speed increase?

I am new here and this is my first posting.

I have two ezgo stretch (Limo) golf carts. The first is a 1997 stretch (36 volt) with 22" tires. The second is a 2005 stretch (48 volt) with 22 in tires.

Is there a governor on electric golf carts that limits speed, and if so how do I max them out by putting little to no money into them?

I know they accelerate quickly and then level off at a quick pace. I know that there is nothing wrong with them, but I would like to get about 20 MPH out of them.
