I replaced the 1204-410 in my '97 with a 1204-412 (little higher amps) and don't see this, so I am thinking controller, as long as your throttle tests out OK. It is possible if your throttle potentiometer is going bad and goes out of the 620K-0K range (like mine did) the controller will cut power, thinking there is a problem. The manual states 620K as the limit, and mine was going all the way to 950K. With a stock 36v motor I get 22-25 mph fully loaded with 2 adults and 3 kids.
One thing to check about your wheels free spinning: pull your hubs and check your brakes. If your axles spin freely without the hubs on, your brakes are binding. 99s have a self-adjusting brake, and if the self-adjuster is damaged or if your cable/ lever is not lubricated, you may have binding on that wheel. Mine sat for a long time, and it was binding so bad I had to brush the hub with a wire wheel to get the rust out and lubed the lever/ brake line to get it moving freely.

Question to the the CartBoy. You mentioned prices of 120 and 20 for a cable. Is the cable just to connect controller to a programmer or to a laptop?
I'm new to any cart programming, not cart building.

DIY cable connects controller to laptop running 1314 software. $20-30 should do it. I made mine for less than $20
