Tom, I know it shouldn't spin but was trying to confirm if it with the OP to get that cloudy issue out of the way.

Johnmay,
1- does the driven clutch spin and the cart not roll?.

2- where is the belt sitting at on the drive clutch and the driven clutch when parked, not running?

OK, now we have the problem pined down to the drive clutch is not
closing(squeezing) the drive belt hard enough to move the cart.
I would open the drive clutch and inspect it for broken parts or flat rollers.

1. Cart will move, just has no speed.
2. It looks to be at bottom of clutch on "idler".

That's the word I was thinking of. So it's not squeezing under load could be a faulty clutch? Hopefully not as it was brand new about 10hrs ago on previous engine.

I'm just going to throw this out there...

Your Carryall is a 95 (counterclockwise rotation) Correct?
Is it possible that the different drive clutch you just put on, might be from a 96+ ??? (clockwise rotation)
