Default 84 club car ds not charging

Hello,
I have an 84 club car ds that is not charging the battery. I have a new starter generator, when I ground out the df wire the voltage goes up to 17v, so I’m pretty sure that is good. I have now put on 3 different voltage regulators, and all I ever get to the battery when everything is connected is 12.7v. Any ideas what else could be my problem? I am under the impression i should be seeing 14.5 when running. I have grounded the negative side of the VR to the net battery terminal as I have seen people talk of the ground not being good enough.
Thanks for any help you can provide.

Could it be the battery?

Tried a new battery, now with the gas floored, I can get it to creep up to around 13.5v. Is hat enough?

I’m having the same issues. I’ve had this problem for 3 years. New generator and voltage regulator . Never had it charge over battery voltage. I’ve always just put it on a tender, that’s getting old

That sounds reasonably acceptable. I would have only expected 14-14.25V max while running. Is your cart starting and running every time you go out to drive it?
