Default Charging issue

When returning to Ohio my cart's battery level indicator was flashing, I removed the NEG cable and it stopped. The charger would not turn on. I understand you need atleast 24v. for it to turn on. I removed the relay solderless connectors on relay and replaced them on relay. Charger started. I may have reverse the wires to the timer, does it make a difference as to where they go ( brn/orn wires) or are they on a dry set of points. Also is there any way to check the charger to see if it is operating correctly. If the batteries are showing 36v + is there a way to check the charger. What is the norm to reach a full charge. This is a Club CAR

36v cart would be 44-46 volts and a 48v cart would 58-63v depending upon the charger and age and condition of the batteries.

Are you speaking about a votage reading across the pack when charging? What is your opion about the indicator flashing at the bottom of the gauge?
