What a great video! Certainly not your normal cart. What a pile of fun the burnouts are worth it alone, anything that smokes the hides like that is the ticket!

In a cart, I'd guess with stock tires at least 50HP and not sure that would do it well. You would need front brakes of course. I mean they run a v twin up against something and spin the tires sure, but not like big power will. The rice rocket carts will just up and smoke the tires no problem with nothing in front of them and no brakes.
