Default 98 CC DS How can this happen

So I started to get ready to replace my current lift kit that is pretty well shot and noticed two rubber bushing on the left shock. How could that happen?

No idea , I've never seen that type of shock before ? . maybe there not even bump stops ? maybe just dust n dirt protectors for the shaft ? I just goggled them out of curiosity when i saw his post .... maybe coil-over is old news and rubber-over is the new thing .. but, not a bad idea if your need the extra bottoming out protection

I actually looked up the part number and it’s a OEM part number.

They come with two per shock in many cases. That's not uncommon.
