Default Powerwise II issue?

So I have a cart that was charging fine before. Not sure what charger my guys were using on it but the cart has a brand new charge port and when we plugged the powerwise II charger into it it wouldnt kick on, I bypassed the relay and it kicks on, I took another powerwise charger that I have been charging another cart with and it works but when I plug it into this cart same thing, Nothing! I dont think Im missing anything, could it have been the relay on both chargers that went bad both chargers. I know the first charger worked on another cart before it was plugged into this cart as well

Clean the outside of the negative radsok in the cart's charge receptacle. (Item-16 in attached drawing)

That is where the charger senses the battery pack voltage.

Also, be sure that the negative radsok doesn't have an insulator sleeve (Iten-17) on it. Only the positive radsok has one.
