Question 1999 Club Car DS 48v so slow!

Hi everyone, I have a 1999 Club Car DS, 48 V.

It has 6 2015 8v Trojan batteries, which load test great and charge just fine.

The problem is the cart is slow and weak, even in the road. It goes Max 12MPH.

In comparison, my 1988 Resistor DS is at least 5 MPH faster than it.

Does anybody have any ideas?

I thought that being a 48v cart it would be faster and stronger...
