Default What kind of Cart, is 420cc enough?

Starting body work on my first cart project. I doubt the frame is stock, but currently have a new predator 420 in there. I live on a course and carts are allowed on residential streets near by so I want to use this thing to go to the store and errands. Right now top speed is maybe 10-15 mph but I want to get her up to 25 in a straight line. Also trying to get more ground clearance for the driven clutch. Any ideas or suggestions would be super helpful.
