Default Sticky throttle

I have an 02 txt. When we drive it around, its full throttle or nothing. If you let off it stops, but its full or nothing. You can feather the throttle, but that just makes it really jumpy. I replaced the carb and noticed when i press the throttle, the return spring on the carb doesnt return back to the start position. Do i need to replace cables, or am i missing a spring that returns this back to the start position?

Disconnect the cable from the carb and governor. Cycle the cable by hand. It should move freely with no resistance. Also make sure the cable is routed correctly. It has to snake up just right between the starter and the engine or it will bind and create issues like this too. It’s a tight fit to squeeze it where it’s supposed to go…

I tried that and it moved freely. Any other suggestions?
