Default Carb question kf82

1984 club car with kawasaki kf82 engine. I have carb problem , so I removed carb and spacer between carb and engine, now I see one side of spacer has a taper to it. I didn't pay attention to how it came off, so don't know how it should be installed. Also would like to know why , all of a sudden cart has to have partial choke to run. Problem happened while we were riding.
