Default Possible battery issue?

I have a 2001 48V CC DS. I have replaced or upgraded just about everything:
High speed/high torque Nivel motor
2 gauge wiring throughout
HD F-N-R lever
HD leaf springs
HD shocks
New brake cables
New brake shoes and drums
Graziano rear end
New MadJax Genesis 250 flip flop back seat
MadJax LED headlight/tail light kit
New windshield
20" AUXBEAM light bar
LED rock lights in the wheel wells
14" rims and tires
Digital LED voltage meter

Anyway, my question is about my battery pack. It charges to ~60V before charger turns off and resting voltage is usually about 51.2V but the voltage under load drops quickly to ~46-47V and then returns to 50-51V when I stop and turn the cart off. Is this normal or do I have an issue? Thanks in advance.
