*Ahh Haa*, So the choke mounting plate didn't have a gasket on one side. That'll suck air.

I don't use anything on the head gasket

a little back story. bought the cart. low compression and needed carb. so i rebuilt top end and had 135 ish psi and replaced the carb. put new (no ethanol) gas and mixed it what i think is a little rich (with oil). couldn't tell you exactly just no i put more than 1 oz to 1 gal because i was told to run more oil for the first tank. cart ran alot better than when i first bought it. however, it got real hot and never seemed to run like it should. so i messed with the carb setting alot. always seems to have to choke it. it finally seized up and i'd melted the rings.
last night i put new top end on it. Motor is still out of cart as of now. I'm planning on mixing oil/gas at 40:1 because of new top end after i put new fuel filters, lines, plug air filter on and reinstall the carb this weekend.
i'm now concerned as to what to mix the fuel at after your comment which makes sense i guess.
my reeds look good along with my entire bottom end (seals, etc.)
i'm not for sure if i was running too much oil, not enough oil or if i was sucking air somewhere. i don't think i was sucking air though as i sprayed carb cleaner all over it at one point trying to decide if i was sucking air.
would i run lean if my fuel pump wasn't working properly or had a fuel delivery problem?

You'll want to study section J. There is no adjustment on the carburetor.
