Default cart no go with solenoid click

I have a 99 ezgo non dcs I believe. Doesn't have tow run switch and has a fwd lever. Battery voltage is 38.9 volts. When pedal depressed solenoid clicks but doesn't move. I have looked all over for bad wires. It all looks ok. Do Yall think I have a bad controller? Controller number is 25864G05

Controller output can be checked with a meter between B- and M-. Reading should match the battery pack when the solenoid clicks and decrease as the pedal is pressed down.
If the controller is putting out then the current is not making to the motor (assuming motor is good) F&R is a likely suspect. Inspect for signs of heat.

I made a mistake in my original post. The year is a 99 model not a 94. Sorry yall

Assuming Series drive, not DCS, the F&R & controller test will be the same for 94-99

The fnr thing under the small black cover. I dunno what it's technically called. Has 4 copper lugs and rotates with the fnr handle. Well the very bottom wire was broken and lug was burned. Replacing it today and hopefully that fixes it.

What you are describing is a rotary style for the reverse switch. They have been used in various styles from golf cart inception to present. This switch consists of two parts. There is the small rotating centerpiece and the larger housing. There are four lug contacts in each piece. High amperage cables connect to the four lugs in the housing. It is one of these lugs which you say got hot. When these lugs get hot they sink in the plastic housing. This compromises the lugs position and reduces contact with its counterpart.
Because the damage to the plastic housing is not repairable it is best to replace the switch with a heavy-duty model.

Ok i found a broke wire on the fnr thing. Was the one on very bottom that goes to the controller. Fixed it and still nothing. Replaced the controller and the same thing. Solenoid click but no movement. I dunno where to go from here. Help please!!!
