Default temperature sensor

Will a bad temperature sensor stop a delta quiq from charging? My 42volt western with a delta charger is not charging. I get a solid amber light on the ammeter. I suspect the temperature sensor is bad so I took it off and checked it with a multimeter. When I checked the two wires it read 10.75, the white wire to the ring terminal read 10.02 and the black wire to the the ring terminal read 000.1.
should I replace the sensor before I go and buy a new charger?
