Default How do you get codes on a 2008 Tomberlin Emerge

I keep seeing people reference codes that the controller is giving indicated by lights flashing on the controller however my controller doesn't seem to have any light on it. Am I missing something or do these people have a scan tool?

二、LED failure diagnosis
There is LED on the controller, you can see it from the window on the top of controller cover.
When there is any fault on the controller or the input then it will display the failure indication code.
When it work , the LED will flicker steadily; if it inspect some failure, the dibit indicator will keep
flickering until the trouble was eliminated. Such as if the code“3、2” main contactor is welded, it
display as below.

I'm having trouble removing the cover but I still do not see any LED on the controller. I have attached some photos of my controller. My whole reason for wanting codes is my cart is not moving and has no power to the light horn turn signals, but there is power going to the dashboard speedometer and battery indicator. I just replaced the batteries with Crown's Friday of last week and have a new Hall effect sensor coming in but I'm not sure what the issue is exactly.

Yeah, it's a 403TB1 the same as a GE 262 from my research and it is a remanufactured controller. How would you suggest checking it to make sure it's in working condition?

Attached is the old service manual which has the GE controller in it. Talks about the flash LED on the controller, and how to remove the controller if needed.
