Default 1986 Par Car flooding

I have a 1986 par car that starts up and runs good but after about 15 seconds she floods and begins to die. I can turn off the fuel petcock and it smooths out and runs great until the fuel runs out. Turn it back on and it runs until it begins to flood. I've put in a new float because the old one leaked. I've changed the needle thinking it wasn't seating . I can't get it to stop flooding. The carb is a Walbro 234, different from what the info I read states. I think standard is 230 or 231. Should there be a rubber seat in the fuel inlet that the needle closes on? If so, that is missing, but I had one from a briggs kit that seemed to fit but it didn't help with the flooding. If anyone may have any thoughts on this problem, I'd like to hear them.

Cart has good compression as I justplaced the crank seals. Spark is good. It just gets too much fuel and I cannot figure out how to stop it. If there is supposed to be a spring on the carb it is missing. Could that be the problem?

Flooding is usually caused by the float or float valve. Try to change the needle and seat then adjust the float level. Also check the float pivots and pin. The float could be hanging on something.

It's been a while, but I finally solved the flooding problem so thought I'd post back in case anyone has similar issues. The problem was the throttle cable. Even though it appeared to work fine I decided to change it out with one I had on another old cart. Once changed, no more flooding.

It always seems to be. The simplest things.

I know this is an old post but i appreciate your follow up. I just put a new Chinese carb on and i have been playing with the throttle and governer cables to get it from cutting in and out. It keeps flooding and now i think i know why!
