Default 92 Club Car Charging Issue

92 Club Car DS. 48V. After riding off-road I noticed when charging the amp meter would not go below 9. As a result the batteries got hot! Now I have no idea how to troubleshoot. Is it the OBC? BTW: my off-roading did involve some unexpected water - if that makes a difference.
