Charge your batteries up - let it set for a couple of hours and check the total pack voltage. Then hook some wire extensions to your test meter so you can have your meter on the seat while you drive. Go for a drive on flat ground and monitor the voltage. That should give some idea if the batteries or the charger are the problem. The batteries could be bad or the charger could be shutting off before you get a proper charge.
