1995 Ezgo 36v Medalist Voltage issue

I know I have a few bad batteries but Im curious on an issue I have with voltage. I running about 26 volts. Nothing will happen.

When I check voltage on hot side of solenoid from battery its 26v.
When I check opposite side big post of solenoid I get 26v. Brand new resistor.

When I check M-and B+ terminal on speed controller I get 26v without pushing anything.

When I check S2 on the motor red wire, it has 26v constantly.

All of these readings are without pushing pedal. I realize this is wrong but Im looking for advice on where to start.

So Im getting full voltage on all these spots without engaging pedal.

Any feedback greatly appreciated.
