where can i get a speed controller part # 71858-94 and what dos it $

If it is a series speed control you can replace it with any number of after market controls. Post a pic of the business end of the unit and see if you can find a rating on it like amps and volts.

The 71858-94 isn't a controller, it's the speed module which is akin to a sealed magnetic driven version of a pot box except instead of a potentiometer it closes a series of reed switches. It provides low, medium and high speed. It is available through any Columbia ParCar Dealer. List price is $225.08 though, so be sure it's what failed. You can find the troubleshooting steps in Chapter 10 of the service manual. You'll have to grab the 91-92 manual, as 93 is the same but I don't have. www.buggiesgonewild.com/columbia-parcars

Brock, you're late to the party. You're going to have to search for a used one on ebay. The new ones have been extinct for a couple years. I know someone was going to try and get some make but there wasn't enough raw information on how these were originally made.
