92 with cracked front cowl cap

Hi, I'm new to this but I think I am in the right place. I have a 92 electric ez go with a cracked front cowl cap. I don't see anyway to unbolt this cap because I can't get to the bolt head to hold it so I can get the nut loose. Does anybody know how to get the old one off

Why can't you get to both sides?
