check the brake linkage and gas pedal linkage for grass, mud or any obstructions
the pedal lock is underneath and tied to the gas pedal to release when pushed

rare for a club car hill brake parts to wear out. The Majority of the time something is caught on the accelerator side, keeping the pedal from coming all the way back to rest.

There is an adjustment at the top of the parking brake rod/ball joint where it attaches to the back of the brake pedal. Pry it off, lube the crud out of it, and turn the head clockwise a turn or two, reattach and try it. Also.....try shaking your gas pedal side to side. If there is much play the bearings of the accelerator bearing bracket are worn. This also causes parking brake set issues. I hope the adjustment of ball joint works as replacing the accelerator bearing bracket is a "no fun zone" project. good luck
