Default 2011 XRT 950 idle issue

OK, I've racked my brain on this thing. It has a 14 hp vanguard engine. when started the engine runs fine, but the idle is, up down up down up down. it does not idle smoothly. i don't know much about these briggs engines. it has done this since it rolled off the truck from clubcar.
-i have cleaned the carb, several times.
-i have set the idle according to the service manual.
-fresh gas
-ran with gas cap off.
it does to seem to run slightly better with the choke pulled out. i believe the engine is starving for fuel. maybe it was jetted for a different altitude? i am unsure.
any input would be greatly appreciated. thanks!

the jetted part makes sense although i had a much smaller briggs do the same thing it was almost like a gov. trying to kick in..........i would try and find some history on it because the jet idea makes sense, have you tried a different plug to see if it helps? they make plugs for different alitudes......................

have not tried the plug yet. but i'm leaning toward the jetting issue. i'm gonna pull up the parts list and see whats listed.

i would throw a plug in it and see if it makes any difference cause if it does than you might be on the right track with the jetting.......................
