Default Parking brake won't hold well

Have 2010 Tomberlin 4 cart. 10K miles. brake pads all around are nearly new. Lately the hand brake does not hold well on inclines. Adjusted the handle - same. Just removed the driver rear wheel to check operation - cable works, brake holds with hand turning. I thought the drums/pads might be a bit glazed, so roughed them up with dremel/sandpaper. Put all back... same - just does not hold on an incline. The adj by the brake handle is tightened quite a bit. I have it set for 3 'clicks'. Wonder if the cable is "stretching" or such. We use a Tomberlin dealer for repairs, but this problem is not worthy of a pickup to the repair shop. Any ideas??? thx

Step one- Undo what you did. Tightening of the cable just stretches the cable out.

Remove rear wheel, remove brake drums-and you will see what is suppose to be a self adjusting star wheel at the top. Well, it doesnt work well on a tomberlin to put it mildly.
So, with a screw driver- adjust that, with what your stating- maybe 15 clicks of the star wheel, maybe more. Slide the drum on, if you can just pull it off, or lightly tap it off, put some more clicks into it. For me I know how its suppose to feel.
And with that you will have a great hand brake. And remember, NEVER tighten the cables, those adjustments are only there for cable stretch with is really really rare, unless someone goes in and tightens the cables.

I have been struggling with this EXACT issue for a while now! Is there a step-by-step set of instructions to accomplish the above? I am not mechanically inclined, but can follow a checklist pretty well. Much appreciated GCG!
