I agree with you guys. I am a car guy and know the risks of buying someone else’s headache/used car. I’ve sent two emails no replies yet. Yes the sales girl misrepresented the cart as “Ready to go” when obviously it wasn’t.
The Cart is in Oxnard, CA the cart repair business in Oceanside, CA about 170 miles away. For a customized street legal cart with 1 year old batteries I did get the cart for a song. “Let the Buyer Beware.” If I end up with $1,000 worth of repairs I would still be ahead. I’m going to see if they reply to my second stronger email. If no reply I will see if they take my call and/or send them my Yelp Review PRIOR to posting it. Hopefully removing the wheel will reveal a simple fix. If not there are local mobile repair shops in Oxnard as a resource. |

Closer to the solution. . .
I was able to finally remove the tire, in the process some debris began to develop under the area of the drum, metallic in nature. The actual brake looks a little different than the 2005-2006 Precedent shop manual I have. I have removed the larger black nut with the cotter pin. How does the drum come off? I’ve hit it with a rubber mallet (brakes off) — no luck. Also. Notice the larger gap on the bottom of the drum than on the top. When I try and turn the wheel there is definitely some resistance and dragging from this drum. |

The drum should pull straight off, but....... those shaving appear to be from deteriorated shoes or, heaven forbid, the inside of the drum itself. That drum being on crooked is a red flag and may explain why one of the stud bolts was missing or the missing bolt caused it.
First, try to spray some WD-40 or other lubricant around the edge and into the gap to try to get the drum to break free. I suspect it's hung on the brake shoes, or what's left of them. GENTLY, take 2 flathead screwdrivers and place one at 3:00 and one at 9:00 and with equal pressure pull straight forward. You might try twisting the screwdrivers SLIGHTLY. You _do not_ want to damage the edge of the drum or especially the metal backing plate where the shoes attach. Try this first. If it fails, we'll go to plan B. |

If I have to replace the drum and/or shoes I won’t be upset. I expect the shoes are history. I wonder if I push inward on the shoe(s) if it will free them up. I’m beat. I’ll give it a whirl tomorrow. |

Had a senior moment and forgot about the brake locking issue. LOL
BEFORE you try to remove the drum you need to loosen the brake cable. Do this: Gain access to the pedal group by removing the floor mat and access panel. Loosen the two jam nuts on either side of turnbuckle. Note that the forward jam nut is a left-hand thread. Thread each nut approximately 1/2 inch (12.7 mm) away from the turnbuckle. Loosen turnbuckle to release tension on the equalizer bracket that pulls on the heads of the brake cables. |

I thought about that and disconnected the brake cable from the brake drum itself at the wheel.
