It’s a lifted cart with 22 inch all terrain tires. Not sure on secondary clutch, I didn’t put it on. Plugs are 2gk and belt is one that is supposed to go on ezgo txt 40 inch I think. It runs great on flat ground and slight inclines, clutches are doing what they should when in neutral. Just won’t pull a hill very well at all

If your clutches are doing their thing correctly when under load, the 22 inch tires and low compression are likely your issue. When you checked valve lash, how much thread was showing above the locknuts on the inner two valves compared to the outer two? Also, consider doing another compression test after pouring a teaspoon of oil in the plug holes to see if compression goes up higher.
As CP mentioned, you might have to consider a 28 degree clutch with those tires once you confirm compression.

Might be worth trying to video the clutches working while climbing a hill.
