2018 Club Car Onward Throttle Issue

Upon delivery, 6 months ago, our 2018 Club Car Onward would top out at 16 mpg according to the GPS. We took the cart back to the dealer and had them adjust the speed up to 19 which they did. However, the throttle became real jerky as in either on or off at low speeds.

So, rather than taking it back to the dealer, we had another cart shop try adjusting the throttle with the result being the same jerky behavior with one exception... the cart now runs 21 mph.

In all honesty, if the cart would run at 17 or 18 with a smooth throttle response, I would be perfectly happy.

Rather than take the cart back to the shop, I have taken matters into my own hands and here are the results:

I am able to get the cart to accelerate extremely smoothly all the way up to 21 mph. However, there is no torque and it takes half a month to get up to 21 mph. If I adjust the screw outward ever so much, I am back to the jerky behavior when trying to slowly accelerate.

Btw, the only two screws I have messed with are the ones at the very rear that face each other. The screw with the head facing towards the front of the cart does not appear to have an effect on anything.

Is there something I am overlooking with regards to getting the cart to accelerate smoothly?

Advice would be most appreciated!

One last thing, would any of you happen to have a picture of the stock setting of the two adjustment bolts in the back for the throttle?

Mine is the exact same way. I need a pic of factory adjustment on cable. Nothing I seem to do smooths out the slow speed.
