Default V-Glide doesn't glide - 1992 36v

I was driving my 1992 36v Club Car a few days ago and had to stop on a hill. When I started again I noticed that the wiper arm was not moving smoothly between the contacts in v-glide box. On visual inspection, nothing appears to be damaged. When I push the accelerator it feels similar to locking the brake. (i.e. I can feel and hear the wiper arm move from one contact to the next.)

The golf cart seems to be operating as normal except for that.
