Default Speed sensor fault diag

So 2010 e-merge with the 1268 curtis. Getting a 1:3 code
(speed sensor) going through the checks i got hung up. J1-8 pin should read 0 volts pedal up and 48v pedal down. What i have is 48+v pedal up and 47.6v pedal down. Not sure where to go from here. I have the new ITS installed with wires arranged from left to right (pos,ground,signal) which i believe is correct. Solenoid clicks on and off with pedal engagement but nothing from the motor.

Wiring of the its sounds correct. To check the speed sensor, push the cart by hand, you should hear the solenoid and feel resistance from motor brake ( roll away function ).

Here's how to measure the its signal ( from 2010 service manual ):

Check Procedure 2--Accelerator signal voltage
Please refer to Chapter 1 Protection for Electrical Safety.
1. Use a DC multimeter set to 20V, connect the black (-) probe to the negative binding post of the
battery and connect the red (+) probe to Wire 7 (black/white wire). The reading should be around 0V
at the original position of the pedal. Press down the accelerator pedal slowly; observe the reading
on the multimeter. When the pedal is pressed, the reading should be increased by 0V-5V until the
pedal is pressed down completely.
2. If the reading is not increased while pressing the pedal, the accelerator should be replaced.
3. If the reading is lower than 4.5V when the pedal is pressed down completely, the electric vehicle can
not run at the rated max speed. Please check whether the accelerator is in good condition.

0.08v pedal in original position, when pressed the voltsge increases to 6.xxv at full throttle.
Solenoid engaged when i try to free roll.
Info: black/white wire is not number 7 on my plug it is pin 15. The J1 plug is empty in the 5,6,7 pin holes

OK, your ITS voltages are good and speed sensor is working also. Is the buzzer working in reverse and when free rolling? If not, probably a bad controller. Another common thing are the motor/brushes. To be sure, the motor itself is ok, you could test it with an auxilary 12v battery.

Buzzer does come on, procedure to chexk Motor? Is it just like the ezgo procedure.

I did the motor test as follows, disconnect battery pack, disconnect all cables from motor, jumper wire the A1/F1 and A2/F2 on motor, rear wheels OFF the ground, hook up the 12v battery to A1/A2. The motor should spin at low speed...
