Spongy brakes ?
What causes it ? Shoes , stretched cables, or what ? They will not lock up !

I would clean the drums and shoes, make sure they are in good working order. There is a cable adjustment under the floor board to fool with. Lots of times the cables go bad and will give you fits trying to get the brakes right, they'll seem like there working but never very well. If you have ruled out everything else, replace the cables. I have spent countless hours trying to make brakes work with half-a*s cables, its not worth it.
