Default How is this spark possible-Roypow battery

My Stealth Patriot, which is basically a beefed up Club car with a Roypow 105 ah battery pack in it, quit a while back. I replaced MOCR and still not running. I was testing with VM starting with SW200 Solenoid (which passed test) and was going to check the big positive to the controller from solenoid. When I put wrench on the B+ of controller to disconnect the cable, I accidently touched the B- with the wrench and it sparked. The Roypow has an off/on switch, which I had turned off, key switch was also off. I then checked the posts of the Roypow and found that there was 9.7 volts even when the pack was turned off. I then disconnected the positive cable completely from the Roypow, then went back to the controller and tested the B+ and the B- and there was a reading of about 10 volts. How is this possible? And did I fry my controller?

The controller and the voltage reducer are big capacitors and can hold voltage for a while, but will typically dissipate within a few minutes. Also, some BMS when turned off actually aren’t all the way off, just in reduced voltage state so it can still operate the control board. No idea about Roypow bms, but I know some BMS don’t really ever go to zero voltage output

My voltage reducer creates a big spark every time I hook up the 48V line to it if it's been disconnected for any length of time. No big deal. It is charging the capacitors. I always disconnect the inline fuse to the reducer when I'm going to disconnect the battery on my cart and I connect the reducer last when I hook things back up. IT should not hurt anything but it can scare the crap out of you if you are not expecting it.
