If it powers on and works when tied directly to battery voltage then controller is fine. You just have not found the right wire yet on your key switch.

Not sure what reducer you have but normally you would have 5 wires. 12v +-, 48+- and a trigger. In your case run the 48+- to the pack and the trigger to the large post of the solenoid on the controller side.

With the key switch wire on controller side of the solenoid you should be safe. You'll probably notice a delay until the reducer shuts off. Wrong wires would be a short within the harness...
