Measure for resistance between the stud (lower right in your picture) where the cable for the moving contact begins and the stud on the other side where the cable out to the controller is. Resistance should vary as the pedal moves the contact - but have no dead spots. Off the top of my head I don't recall if yours should be 0 - 5k ohm or 5k -0 ohm, but it should move up or down in that range.

It reads 4.53 and goes to 0 when pedal is depressed. Also when testing two small terminals on the controller it goes from 5.71 to 0 as the pedal is depressed.

Even thought the solenoid clicks strong I went ahead and bypassed it and still no go. Any other thoughts?

Bad controller. Throttle signal is good but no controller output between M- and B+. Replace with an Alltrax SR48500 controller.
