Got the 16hp engine and looking for upgrades and have few questions

1. Is a 2bbl intake/carb worth the extra money for how much gain ?

2. Have a stock 23hp cam is that a good option for great performance or find a cheetah cam ?

I would get the rev kit and cheetah cam. The small carb will limit you on top end hp at 4500 and above, but it will sure run nice and smooth at the lower rpms and it will start nice and easy. I've used that same setup and it's super smooth and powerful, revs quickly, way more power over stock.

If you can find one, bolt on a 18 hp Vanguard single barrel carb, it's larger than the 16hp version for a mild increase in power. Bolts right on without modifications. The smaller 1 barrel carbs like to idle nice and smooth at less than 1000 rpm. Super easy to tune, no dead spots.

If you are looking for BIG power, get yourself a 30mm Mikuni and a custom intake, it will make tons of power up high and have crisp throttle response. You might have to make a bell crank setup to even out the throttle travel.

I have found the 2 bbl carbs finicky to tune and don't like to idle. Some say they can be tuned but it takes some modifications. IMO it's not really worth the hassle or expense. Might as well go Mikuni and enjoy a 800 rpm idle and high performance.

Thanks for the reply, I do have a stock 18hp manifold and carb I’ll use. Another question I have is I have the side cover off and have a oem gasket for it but should I use a thin layer of gasket maker stuff to help seal it ?

I always use "The Right Stuff" by Permatex. Just a "schmear". Some people don't use sealer, but I've had new gaskets seep before. Now I always use it, never have seepage anymore. Again, very thin layer.
