Default 2010 Tomberlin e-merge motor not running

I picked up a 2010 Tomberlin that had a electrical issue. Found some wire cut under the cart that come from the throttle pedal. Got those figured out and everything started working but the motor would not turn. The Cutis SepEx controller is flashing a 3,3 code, precharge fault. Ended up jumping the main solenoid and the motor started working. Thought I had it figured out so I ordered a new solenoid. Installed it and it didn't fix the issue. If I jumper the solenoid, press the pedal the motor works. I can take the jumper off it and it will continue to work until I release the pedal long enough for the solenoid to click. Once the solenoid clicks off it will not turn back on until I jump it. So I'm thinking the controller isn't seeing 48 volts when I turn the key on and that's why it's throwing that code. Any info would be greatly appreciated.

Pre-Charge fault is normally a bad controller. However, you said you fixed the wires under the floor board. Im sure you found water in the harness and the wires corroded. Id make sure all those were fixed.
Does the dash light up? Scan tool would help here, as you woould be able to see what was working and what was not.

If the controller is bad the cart wouldnt run at all no matter what wires were cut right? You did say u found wires underneith that were cut and then the cart worked when u fixed them.
