Each time you unhook charger and then hook back in again the charger and OBC goes into another cycle of charging and may continue until cycle is completed which is controlled by OBC ( on board computor ).
Have you checked batterys for condition and good connections? It may be you have one or more weak batterys or high resistance cable connections so charger and OBC cant bring pack up to full voltage? many people want to replace OBC when problem is with batterys instead.
Go to STICKIES and look for "State Of Charge Readings" and check your batterys against the correct readings ( ONLY AFTER PACK HAS BEEN OFF CHARGER FOR AT LEAST ONE HOUR ) as it could be your pack is either not fully charged or bad batterys dont allow pack to full charged condition?

Are the chargers at the course on a timer that shuts the chargers off at night?

I like the way you think. I absolutely despise that system. Lots of courses have them set up to turn off before their cars get charged.
