Default 18hp blowing black smoke

My Briggs 18hp is blowing black smoke out the exhuast. I know that this means it is running rich but it ran fine before. It has sat for awhile but that shouldn't have done anything. Is the adjustment scerw on the flywheel side? Is it the black switch looking lever or is it in the little hole in the side of the carb? I took it out to the dunes this weekend and it ran like poop. It had a flat spot when I gunned it and going down some declines it acted like it had a governer. This motor doesn't have a governer. I have put the high rev kit and hi comp gaskets. Just wonder if there is different jets for these carbs? I heard some people say that they put a K&N filter on there big blocks do they rejet? Like most engines I thought that you would have to?
