Default Solenoid test good but no click with key

Have a 2005 Yamaha G22E. I bought offline, guys says ran before setting up. I installed a 48v. lithium battery and decided to order the navitas controller since I was getting nothing from the original controller (GE). The new controller came with a mods heavy duty solenoid. I also have the diode facing B+. I get no solenoid click with key on. Every now and then I get a click from the solenoid when trying to push the cart, but only when going backward. I’ve tested the key switch and it ohms out when switched on, the brake pedal switch I’ve taken apart and cleaned and it ohms as well when pressing the brake on and off. The gas pedal switch I’ve interchanged with a new one but the old one tested ok.
Funny thing.. I’m getting pack voltage to the controller with key on, but no solenoid click. Also have positive voltage on both side of the small solenoid terminals when tested to battery ground. It’s like something in the controller is shorted and not allowing ground to the solenoid. Any help would be greatly appreciated. New run tow switch, tests good also

You have a brake pedal switch? It must be for the light kit. It won't have any impact on the car.

Load up the Navitas app on a smartphone and go in to diagnostics.
Verify that the app is showing good battery voltage and recognizes the key being on, and the pedal switch being activated. It will also tell you if the solenoid is being activated. Also use the app to verify the forward and reverse switch is functioning.
