Default YDRE not charging

I have been brought a 2009 YDRE that was badly discharged, pack voltage reading was 39 volts. I placed a line charger on the 4, 12 volt batteries overnight and the next day the cart ran just fine. Ran the cart for about an hour and hooked the carts charger up but it wouldn't turn on.
Is there a way to test the charger without hooking in to the cart.
The signal wire from the controller to the receptacle looks like is has been overheated. I disconnected the connector and cleaned and reconnected it, it had what looked like a small amount of corrosion.
The signal wire for the receptacle, from the schematic diagram, comes from pin 2 of the controller. Does anyone know if this is just a voltage signal, or a data signal to turn on the charger.

Any help would be appreciated.

Charger should work without the little grey wire.

None of the LEDs on the charger are coming on. The grey wire has been repaired.

Sorry to take so long to get back. had to replace the charger. I guess something in the charger went bad. New charger fixed the problem.
