Default 48 volt controller on a 36 volt cart

Can I put a 48 volt controller on a 1988 36 volt club car?

I did, but it runs slow. Is that the problem?

I have a 36/48 volt controller with a 48 volt high torque d&d motor running on 36 volts and it runs about 15mph flat out but per D&D thats all that motor is rated for.

I am sorry, this is a 1993 and after putting 48 volt controller on the cart it runs about 5 miles hour . It was the only controller I had and the cart would not run at all before. So the 36 volt controller was bad.
