Default 1998 DS help

Help guys, cousin has a 98 DS cart. I'm pretty sure it is a regen cart.
Problem is when you push the pedal it moves inches and jerks to a stop. I have looked at it and when you switch the run/tow switch to run you can hear a small black square relay type thing click maybe on and then off @ 5 secs later.
I get 40 volts to that relay when the R/T switch is flipped to run but then drops to 0 after the 5 secs and relay goes out.
Pack volts are 40.01 and cables are so so clean.
Any Ideas that might help get'er fixed?
Can I unplug or disconnect the regen some how?
