I discovered an easy way to limit the HP of the cart. Unplug the secondary throttle body drive by wire connector. This is a four pin, rectangular connector that operates the DBW stepper. With this unplugged the secondary throttle bodies don't open.

Instant HP limit, but is still perfectly driveable.
