Briggs 18Hp throttle responce

Got a 18 HP briggs in a carryall ll. Running the linkage off the landspeed gov. The issue I have is from idle to wide open the cart stalls or if you kinda pedal it it will sputter then go. You can see the gas kinda sputter out the tube into the carb which is new by the way. However if I ease into it, its is fine. Even if I am just cruising and open it up its great. Just from idle to WOT aint no good? Will a timing key help this? Its kinda like it needs a squirter like an old Holley.

Does it puff black smoke when it stalls? Could it be rich? Did you take a spark plug reading?

Ended up cutting the key myself since I could not find one. And yes now the throttle response is much more crisp anywhere. Low to midpower is good as well
